Notice to contractors for recently awarded projects are available at the Recently Awarded Construction Contracts page. Select the project you are interested in and view the Notice to Contractors online.

Plans and specifications for current projects are available at the Current Construction Bid Opportunities page. How can I get a copy of the bid documents?

For review purposes, a hard copy of the bid documents, including plans and specifications, can be obtained by any of the following methods:

Requested bid documents will be sent via US mail. To receive bid documents via Federal Express, provide your Federal Express shipping charge number. After making an appointment, requested bid documents may be picked up at:

375 Eleventh Street
Oakland, California
Only between 8:00 a.m. and 4:30 p.m. on workdays

Note: Enter 375 Eleventh Street and go to the Second Floor Security Desk and ask for Specifications Section at extension 1040.
Bid documents are available as a hardcopy at no charge. However, all bids must be submitted on a hardcopy printout of the District-provided bid forms from the Bid Package. Hardcopy printouts of the electronic bid forms downloaded from the project webpage, or electronic submittal of bids is not allowed.

Do I need to register online?

You are required to register online to view or download contract documents for construction opportunities at EBMUD.

In order to register online, you must enable your browser to accept cookies. If you do not wish to accept cookies, you can generally still be placed on the Plan Holders List by requesting a hardcopy version of the contract documents.

Whom do I contact if I have a technical question?

Technical questions can be e-mailed to the Specifications Section. If a project is open for bidding, you can fill out a question form by selecting the corresponding project from the Current Construction Bid Opportunities page and clicking on the Questions and Answers link on the left-hand side of the page. Your question will be answered promptly. Once a response has been determined, both the question and the answer will be posted on the Questions and Answers page.

How do I get a copy of the Plan Holder's List?

Plan Holders Lists for current projects are available at the Current Construction Bid Opportunities page. Plan Holders Lists for recently awarded projects are available at the Recently Awarded Construction Contracts page. Select the project you are interested in, and view the plan holders list online.

When is the bid walk, and what are the directions?

Most projects will have a bid walk. If included, the date, time, and address of the bid walk is notated in the Notice to Contractors

To get more detailed directions to the project site, go to the Current Construction Projects page, then select the project you are interested in. There you can view information regarding the bid walk. A site location map, and vicinity map of the project site(s) is generally included on the first few pages of the drawing volume(s), as appropriate.

When is the bid opening date and where will it be held?

The bid opening date is shown in the Notice to Contractors.

A summary of the bid opening dates is also shown on the corresponding project webpage in the Current Construction Bid Opportunities page.

All the bid openings are held in the Board Room, located on the Second Floor of the EBMUD's Administration Building, 375 11th Street, Oakland, California. A map to the Administration Building can be found here.

The Contract Equity Program's Equalizer Newsletter is a quarterly publication. However, the due dates and award amounts may change from week to week. The information on this site presents the most up-to-date information for each bid opportunity at the time of publication.

How do I order full-size drawings?

There are two ways to get a copy of full-size drawings for a project. You can call in a request to the Engineering Records section at EBMUD at (510) 287-0425. Reproductions cost $1.50 per sheet plus shipping. Five work days shall be allowed for processing of these drawing requests, which will be sent via US Mail or may be picked-up in person (please call for an appointment). Please specify the specification number, project title, your name, your company name, your phone number, your fax number, your mailing address, and a list of the drawings you are requesting.

You may also download the project drawing files for the project you are interested in, and then print the drawing files at full-size on a large-format printer or plotter. Alternatively, the electronic drawing files can be printed at many copying stores or blueprint shops.
